Grant and Donation Requests from Outside Organizations
Objective
This policy outlines the Library’s position regarding requests for grants and donations submitted to the Library by non profit or other organizations seeking to raise funds for their own purposes.
Scope
This policy applies to all requests for grants and donations submitted to the Library.

Indigenous Considerations
This policy applies to all requests for grants and donations, including those from Indigenous organizations (or causes). The Library may support organizations and events that further Reconciliation through other means, such as providing free or discounted meeting space, promoting Indigenous events and showcasing Indigenous authors.
Policy Statements
1. General
Pursuant to Section 206(1) of the Vancouver Charter, grants require an affirmative vote of at least-two-thirds of all of Council.
As the Library is supported by tax revenues from the City and the Province, the Library is accountable to the City and the applicable provincial ministry, and thereby to the tax payers, for its expenditures. Providing financial support to outside organizations is beyond the Library's mandate.
The Library will refuse requests for grants or donations to outside organizations.
Non-compliance Consequences
Non-compliance with this policy may result in disciplinary measures, up to and including termination of employment.
